These are the quest mods I love - some of them are widely known, others are not. Is pretty cool because you can start it towards the beginning of the game, and it fits in with many of the places you'll go.
It's a good side quest to return to every so often until you finally complete it. this is probably pretty polarizing.
It's a good quest, good story, good voice acting. But it can be very buggy and it involves killing some vanilla NPCs that you probably don't want to kill. Is even better. It is still buggy but doesn't involve killing any vanilla NPCs. The quest is much better than the first and there are some touching stories in here.
You don't have to beat the first one to play this one, but it is a direct sequel so you'll probably miss some stuff. Is a pretty fun mod about going back in time to the start of the nuclear holocaust.
Is the best quest mod that's ever been made for any game. Great voice acting, great plot, memorable characters, and a lot of quirks that you won't find elsewhere. The main character is kind of weird but the voice acting is decent. The main draw for this mod is that you can go to the moon, and it's very well designed (not just some re-used OWB stuff either). This one is great for science oriented characters. Is very well written with good to great voice acting.
It can be very buggy at points though, and it completely replaces the Honest Hearts DLC. It is DLC sized. Isn't the most high quality mod, but it is voice-acted and fairly interesting. Has no voice acting, but it's basically about traveling to a native reservation and killing some heavily armed tribals affiliated with the Legion. The new towns it creates are pretty cool, and they have unique layouts to fight in. Lets you rob casinos! No voice acting or official quests in this one, it's more of an unmarked quest but it's pretty cool.
This one has no voice acting, it is more of a horror/survival mod. Tons of custom assets here, and I thought it was very fun. You've probably heard of this one, but it's a large/DLC sized quest mod that takes place in Boulder, Colorado. In addition to that, there are companion mods like Niner, Delilah, Vanessa, Desmond, and Willow that have a bunch of associated quests. Most of them are good for starting a new game because they also unfold over the route that most people take to Vegas.

For Hardcore mode players in New Vegas, there is nothing less hardcore than opening up your inventory and downing a couple of cans of Pork and Beans, and magically being at full health again. Thankfully, the for Fallout New Vegas is the best mod for making Hardcore mode actually hardcore hard. The Food and Drink Health Remover mod is relatively self-explanatory, but the effect it has on gameplay is immense.
If you play New Vegas on Hardcore mode, you owe it to yourself to try this mod. Companion Sandbox Mode. One of the more interesting gameplay mechanics in Fallout New Vegas is the interaction with companions like Boone.
However, outside of a paltry few side conversations and a whole heaping of killing, companions basically act like your slave. Fixes this problem, giving Boone, Ed-E and others a life of their own.
